Centre and the States-Powers and Politics- for NCTC; RPF and the Lot.

yes:with a little knowledge on the working of the SIBs/IBs/RAW/CBI and the Lots, one can easily understand that it is such easy to establish or contain intruders in to any Plant in India, this is so simple and easy that any person/connected to any known/unknown Orgn can penetrate ,if he wishes so, as directed by its BOSS, and work out their program so smoothly and without any interference or suspicion, whether in the name and style of NGOs,or like a tourist,or casual first visit and then develop and establish roots inside...we carve for the money which may be coming very easy and for flattering, and what not-includes #Ws...Now take the cases of the NCTC and the RPF(Centre's aim to get it started with Police Powers to tackle the problem of Crime on Railways and the fate of safety and security of the railway passengers and their belongings with special powers of police to RPF) and the like programs, but the States shall come on the way with vehemently opposing the Centre's stand on one or the pretext or context, like the Law,the Constitution, the Schedules, the Articles and other Provisos which may suit to them, if they did not like the matter to be passed in the Parilament or in the State's Assembly, etc...But if they feel not to condemn or to support, they just keep quite for the System,Projects to prosper, until and such, there comes some unwarranted issues by which the whole matter exposed... and that stage they start their dialogue on one or the other way to divert the matters...take the case of the HMR- Metro Railway Project in HYB which is in offing without a whisper and opposition by any of the Political Parties, NGOs,or even by the Centre or the Ministry of Railways, whereat the State started the Metro Railway Works as a Project of its OWN may be by side tracking the Laws, the Constitutional Provisions,Articles, Schedules, Powers of the States/Centre in taking up such Projects etc., May be every one know the matters very well, but still keeping quite, yes one should, in a matter of concern, it is going to help the Nation, the State and citizens in general...then Why the States are opposing for the NCTC and also for extending support to the Centre for equipping the RPF wiith extra Police Powers under IPC to tackle Crime,Law and Order on the Railways System....just to save and safeguard the railway passngers, their safety and security of their belongings.....
