Denial of payment of Fixed Medical Allowance arrears by CPPC/Musheerabad, HYB


Sub: Denial of payment of Fixed Medical Allowance arrears by CPPC/Musheerabad, HYB. I, V.Seshadri, with PPO No.12030080606 drawing pension from SBI/Lalaguada Branch applied for FMA with arrears from date of retirement Sep,2006 in Aug,2011.Another pensioner had also applied for FMA with arrears from the date of retirement Jan,2006 at Canara Bank. He applied in Sept,2011 after me. But, very surprisingly while I was denied of the arrears on the ground that the FA&CAO/SCR/SC(Sri.Ganeshan) had given them(SBI) oral/phone Orders not to pay arrears, the Canara bank paid arrears of Rs:13,100/- to the other pensioner. Where as SBI had denied the same to pensioners drawing pension from SBI......Why this type of dual policy and differentiation and discrimination of individual Banks and Regions..in India. Let entire India follow the same policy and same Orders, Rules to contain and curtail inflation, why you elect the pensioners;save money from one lot and give the money to others..... By this, not only corruption but also faith is lost..While working in the RPF same pick and choose matters have taken place, eg: when we claimed the benefit of adding special pay of Rs:200/- to be added for fixation of pay as was done to Mr. K.V.Babu,ASC, who was the most junior to us, the same was rejected on the ground that we are not eligible, then how he was given, God help the suffers; in another case, Mr.U./H.Char, ASC , our junior,was granted uniform allowance as per VI PC with full benefits,the same was denied to us on the point that we are not eligible; While I was working( in April, 2006), they called for ACRs and the DPC announced its decision in 2009 duly dropping our names and making my juniors the benefit of confirmation and promotion as DSC...; another glaring example- Mr.J.N. Rao, ASC my junior was given steppingup/bringing his pay at par with his another junior in 1999( evry thing kept secret, if admn. honest, they could have added all the names of his juniors too, but they did not do for the reasons known to them and they can be the best judges ); when I came to know in around 2005/2006, I applied for the same and the matter is still lingering around , my efforts till on date alive, god knows when they do justice......By the above three example we think influence, and recommendations shall have more wattage be weighted in the matters of personal interests and on personnel on the whole and than the Rules. Why select and apply differential equations on the same policy, but person to person changes….
I am sending this information with a profound request that kindly make out a definitive Policy with a target/CUT OFF date to state that from such and such date there shall be no arrears and let all the Pensioners be known of your mind thoughts through media or letters to the Pensioners Welfare Associations, but giving arrears to some pensioners and declining to some , let the POLICY be applied to one all in INDIA and not in selected Region, like what FA&CAO/SCR/SC, or the SBI/HYB has done to the pensioners, like us, These type of policies shall do, in our opinion, encourage, nothing but to around corrupt practices..
HOPE YOU shall make the FA&CAO and the SBI or any other Bank to re-modulate the matter and do justice with payment of arrears also to all the Pensioners who applied by now. MAKE OUT A DATE FROM WHICH ARREARS SHOULD NOT/ SHALL NOT BE PAID....BE SYMPATHETIC IN PAYMENT OF ARREARS, BY CURTAILING AND DENYING THE BENEFIT WHICH THE GOI, HAS GRANTED -- DO NOT TAKE OUT FROM THE MOUTH AND ENJOY THE STATISTICAL FIGURE OF CUTTING INFLATION AND BRINGING DOWN AND TO GET MEDALS AND PRAISE FOR SUCH ONE SIDED ACT AGAINST THE PENSIONERS... If you are so interested in containing and curtailing on money matters-- cut short the TA/DA payments by restricting the Officers and others visits , towards on one or the account who are going on line on the same issues, etc. TQ

Apathy and Agony of the Pensioners in the hands of DUAL SYSTEM POLICIES-- ONE SIDE THEY SAY PAY ARREARS AND THE SIDE SAY DO NOT PAY...........4E GOVERNANCE--


My mind ???? what to write on the dual POLICIES of th4e Government of India and its RULERS downwind ???
For example.. as already applied and got the Pensioner's right and the privilege in getting the Fixed Medical Allowance as per PRESCRIBED UNDERTAKING FORMAT MONTHLY ALLOWANCE AND THE ARREARS FROM THE DATE OF RETIREMENT----
THE state BANK OF INDIA //CENTRAL PENSIONERS PROCESSING CENTRE OF HYDER...ABAD- ANDHA PRADESH HAVE VERY CONVENIENTLY GIVEN WEIGHT-AGE TO THE ORAL/PHONE DIRECTIONS OF RAILWAY/SOUTH CENTRAL RAILWAY OFFICERS AND DENIED /REFUSED TO PAY THE ARREARS ON THE GROUND THAT BY THIS PAYMENT TO THE PENSIONERS THE RAILWAYS/GOVT.OF INDIA, IN FACT SHALL BE LOOSING LOT OF MONEY AND BY INFLATION INCURRING EXTRA ... PAYMENTS AND WANTED TO CURTAIL ///?????? IS THERE ANY CONFIRMATION OF SUCH ORDERS, THEY no/ THEN WHY THEY SHALL HONOUR? just TO PLEASE THE railways.
WHAT A SPLENDID IDEA CAME INTO THE MINDS OF THE FINANCE OFFICERS OF THE RAILWAYS..
SAVE MONEY BY NOT PAYING ANY PENSION FOR ONE MONTH THROUGH OUT INDIA AND RUN THE GOVT.???/
WHETHER THE STATE BANK OF INDIA THROUGH OUT THE COUNTRY IS ADOPTING THE SAME POLICY OF DENIAL OF LEGITIMATE AND THE RIGHT OF THE PENSIONERS TO ENJOY THE FIXED MEDICAL ALLOWANCE? WHY THESE TYPE OF IDEAS TO SOUTH CENTRAL RAILWAYS POUR IN AND MAKE THE PENSIONERS SUPPER MENTALLY AND FINANCIALLY???/

SENIOR CITIZEN- OLD AGE – A BLESSING OR A DOOM--THE DIVINE MOTHER-


SENIOR CITIZEN- OLD AGE – A BLESSING OR A DOOM--THE DIVINE MOTHER-
There is a saying--" Those who know the mother, knows the world”. The new generation having multifold engorged education, the corporate company’s offer of employment, significant amounts of pay and perks, which the third/fourth batting generation can not even, imagine except feeling happy. But, that is not the end; it is the beginning, where the predicament of the senior citizens starts, here at this juncture. But, alas, what about their care and well being taken up by their children in these days when we all celebrate ‘Parents Day’; Mother’s Day’ and of course, ‘Father’s Day’, ‘Mother-in-law’s Day’, and so on.
 In general, it is found that their son / (s) are not in a position to talk to their parents-in particular with his mother; they find no time to visit to the mother’s house, if they stay in the same city, even during holidays, festivals or other festivities, at least to say hello, or to spend a little time to have consonance their aged parents/ to the mother, they are time-bond and engaged in one or other preoccupied activities. Just think and imagine the feelings of the old/ aged persons, who happen to live separately or away from their son(s) ,on one or the other cause, like: By virtue of their son living on account of job in some other state or country; In the course of living away from them, though staying in the same city on account of their jobs, children’s education, or to be nearer to the place of working;  May be in the course of love marriages, and choose to live separately on one or the pretext;   May be on one or other account which he or his wife does not want to spell out openly.
Their offerings of excuses in not getting some time to visit and see the parents or the mother include weighty and excruciating job work, over time, late sittings at job work, or that they are not in a position to spare time to come from their place of residence. The comments of the neighborhood, the relations, and of the friends at this old age found to be unbearable to them. They may make out all sorts of excuses and explanations by supporting their son’s absence. But, the mental agony of the parents, their untold feelings, sleepless nights cannot be brought out through pen. Their swallowing of the expressions to cover up their inner feelings, the Atmaxobha  and eyes always searching for their son and to listen to him are all found be a like  night vision in dark or the night mare. The gargantuan money they possess, the relations they had, the friends, the authority, the power and the status they had, all these have found to be not coming to their rescue in replacing the sons’ presence with them, at the time of need. The old age homes, other’s counseling’s, at home celebrations on the visit of relations, friends etc, will they be of any help to them from making them to feel happy or to come out of their depressions? I felt that no person can recognize, replace, establish or detect the feelings of the Mother.
Causes may be many, but effect is the same on the senior citizens. No smothering words can help in distracting their eyes eagerly looking at the gate side, ears wanting to hear his voice of affection and love. I feel to commiserate with them; what the sin the Mother might have committed to loose all the love and affection from the son - what ever may be the reason- the separation and living away  is as true as that of the wind and beyond doubt. How to change his mind set and about misconceptions formulated, if any, toward the divine mother. Whether any of the philosophical structures and stairs helps the mother to side line the son and for eagerly waiting for his just looks towards her?              
With all the above regurgitates and surmises, still I have a belief that he, the son(s), for the parents is a person with sanity and still did not loose love and affection toward his mother, then why and how the situations can be changed and what is the solution to resolve the matter. I have no answer, but, now, at this age, when she requires a helping hand and counseling –leave aside her husband, and other relatives/friends, still, she shall have a feeling that the same is missing from her son.  Fortune favours the deserving…: Patience pays….But. At what stage, for the Mother? Will it be of any help to her when she can not be in a position to relish, realize, and understand the same, except staring at him and, as dump founded by the actions of his son? The GOD - the almighty only shall help the Mother and resolve, the son and the mother relationship, if He can?..............!!!!!!!!!

           Read very carefully and in between the lines:

The one who has the power of realization is the one who can bring transformation.
 When something goes wrong we immediately begin to look for excuses, or explanations, why that mistake happened. This finishes our power of realization and we will not be able to recognize our own mistake. Then we will not be able to work at improving ourselves and we will not be able to bring any transformation.  Instead of looking for excuses for what all happened, we need to take the opportunity to check within ourselves and see our own mistake(s). When we recognize our mistake, however small it may be, we will be able to work on it. Only when we are able to realize our own mistake, will we be able to bring about transformation in ourselves. 

             (A): Did YOU feel INSULTED:

·                                                                              At one place or the other, or on some occasions you might have been insulted or you have felt in yourself that you have been insulted, but for the reasons not exposed, you kept quite or digested the insult, but, still, you are not happy about it- the happening- the incident and you are unable to forgive or forget about the person(s), and so on:
·                                                                              The INSULT, the words, is only a vibration in the air, just touching to your heart, the heart-breaking words; it is nothing but actually feeling a physical pain in the region of the heart. It occurs only when we does not compromise with the words spoken against or toward us, this is insult only when our discrimination has in fact failed us to understand in retrospective or prospective or when our mind thoughts stopped Yoga and meditation aspects:
·                                                                              When we feel insulted and then utilize the Sadhana and retire into seclusion for a while and reflect our Guru-the soul and retrieve the matters in all the ways-- that;
·                                                                              He/ or they insulted only my body, mind and little self, I did not loose any self respect at all, who are they to talk about me, I am not that;
·                                                                              He can not insult my real self, the soul, because he himself is my own self; I shall make best use of it to analyze it;
·                                                                              By insulting my little self, he is really helping me in dissociating with it;
·                                                                              His insult has enabled me to come face to face with my own egoism, my interaction with my soul, God has given me an opportunity to crush it once for all;
·                                                                              The only new point of version, now I discovered is—he has pointed out openly to me what he considers/considered as a defect in me; he has given me an opportunity to analyze the same for myself;
·                                                                              O’ God, I am always thankful to him:
·                                                                              Now, I do not get irritated and I shall not get angry and console my self and my soul:

              (B): SUCCESS at our door step:

·                                                                              Success never goes or runs away for you, unless you move, run away from it;
·                                                                              To have success in your life- always ask questions for your self, discriminate between the good, the bad and the worst;
·                                                                              Set goals, be a team leader and the best of all learn to be a team player first;
·                                                                              Always try to listen to directions, follow through on the assignments, then success follows you;
·                                                                              Have faith in the working system.  Faith  grows only when you use it;
·                                                                              Be courageous and no looking back, it takes you to your goals and you reach the destiny;
·                                                                              Courage makes you to stand up and speak boldly and with out fear, as fear is a contagious disease;
·                                                                              Courage and fearlessness, both take you to sit down with calmness, steady mind and listen, and then act;
·                                                                              Life is great, make use of it and make the most of it;
·                                                                              Try to discover your weakness and rectify for future;
·                                                                              Do not expose or explore your weaknesses to others, even to dear ones; life is precious and let them not use it to down grade you, think always that some one is awaiting to let you down;
·                                                                              Always stop making and contributing excuses and explanations.

       (C): YOU are there for me always: rather I did not miss YOU:

·                                                                                        The happiness that is coming from inner peace and believing in yourself, and that I did not miss you;
·                                                                                        What do we live for, if it is not to make life less difficult for each other,  even still apart, we are together;
·                                                                                        A special bond holds us together, un separable by any means, a bond that grew from within, from whispered confidence, from fights and squabbles;
·                                                                                        You made my mind a wonderful place for you, and now also I am stronger just always, knowing that you are there within me;
·                                                                                        I wish you the sort of happiness and the joy, the happiness that comes from success and celebrations, and showing the world what you can do, for me of course;
·                                                                                        The happiness that comes from being loved and part of a meaningful relationship, we are though apart;


     (D): BE HE LEADER AND NOT ALWAYS THE BOSS:

·                                                                                        The boss drives his men, the leader inspire them;
·                                                                                        The boss depends on authority, the leader depends on goodwill;
·                                                                                        The boss evokes fear, the leader radiates love;
·                                                                                        The boss says “I”, the leader says “We”;
·                                                                                        The boss shows who is wrong, the leader shows what is wrong;
·                                                                                        The boss knows how it is done, the leader knows how to do it;
·                                                                                        The boss demands respect, the leader commands respect…..

One shall first feel to understand as to the trends in terrorism, naxalism, and all other types of agitation / imitational approach which tentatively start with peace, non violence, but in course of time tend toward violence, etc; why we are having this type of matters in India and abroad; why the government is striving hard to establish anti-terrorism cooperation movements, organizations, to tackle and deal with most of the homegrown leaders and groups; With sophisticated technology and weapons, spread of intelligence and passage, transformation from one to one, even by over –laying the traps, found to have enriched the Terror-Organization in building up their net work system and codifications;
It seems they have  grownup their own incredulousness behaviors towards government assurances, and making the youngsters to believe in their ideologies, structures and payments, and there by drag them into their threshold, utilize them as its scape-goats on the given occasion; there may be instant, vigorous training to them in phases ,with changing them towards their ideologies, motivation, propaganda, lure with finance, and win-win-thoughts inserted in their minds, which in subsequent years, for them, may not be of that easy to come back to peaceful and ordinary life-span; exploit them to ward their ideologies and exploit them to work for them; all types of grave criminal and insurgent acts follows;
They found to be aiming at transportation systems, like the railways, roadways, easily accessible spots, tourists spots, hotels, temples/masques, and the like, wherein the most suffers are the public and the government’s property and economy.
The selection of the spot is found to be well organized with rikkies, rehearsals, watch-outs, identifying the individual areas, timings, movements, and a lot; may be with small group, friendly moments, no conflicts, no exposure, silent, gain sympathy with their words and wisdom, and the like; it may be for business purpose, the advertisements and the scrolling which are coming up in the home-grown net-work systems, News media advertisements, etc., also may by and large help them in time to time communication through modified/self-propelled codes of words and citations. Thus, the old systems of cipher codes and other modes have been supplanted, and supplemented with their own versions and inventions to suit to the occasions, which the Task Force, the Anti-Terror Organizations, the Intelligence found to be not getting the required clue in time to avert the incident before it actually takes place.
They might have formulated a well designed Organizational set up with clarity in division of responsibilities and workmanship with some definite directions and orders for taking up the task of on the spot/independent decision making without awaiting further instructions from higher cadre, like Operational independence and run-through tactical formations/directions. Unlike the police forces personnel get-up and structure, steadiness, behavior, even hair cut and walking-styles, they might be trained to be like that of other wise ordinary persons of the local people and having the best of the best knowledge on and over the topography of the Arena where they are posted /for the job assigned task, with all tactical performance to fool the other and avoid detection, suspicion etc. They may be having their own customized identifications to know each other and assigned task; they may not be having differential equations and no difference of opinions and they may not allowed to change/exchange their given job work.
Many of the international organizations studies on this matter found to have given good results in tackling the terrorism. The recruitment process, a top secret process to make the incumbent with radicalization, mobilization, training, trust-proof-relationship training/experimental tests on them, authentication with 100% leak proof and exuberant payments/advance payments, selection of the suicide persons may be some others personified workmanship with out identification from amongst known persons/groups.
They may even adopt win-win over them, their families with lure of money and other requirements in the absence of the person going to be chosen by them and the imagination that they may even satisfy the families to extent possible not to worry about this kith and kin for some decades as they will look after them in all requirements. It may be like that of the IPL –purchase of the player on bidding and auction by the company to play for them. They being hybrid trained workers shall become ready to for any sacrifice/like suicide bombers and the like or for thing for the cause of the Organization. Without any suspicion, they may become the intruders in the schools/colleges; hotels, tourism guides, tourists, petty workman, lower/middle managers,-work for the organization as external, internal to get the matter conceived, well planned for operational execution with out even their colleagues knowledge. Their job work may be different as regards to qualitative and or quantitative assignments.
 How to tackle this type or of any type of agitations now trend toward for their specific and desired demand to be accepted by the government; may for a separate State or on some other demand; they have not reciprocated and prospered through some sort of satisfaction for getting their identity at the Centre or State level and come up with new agenda just before elections time; they have no thought about the children’s education, labour apathy, business striplings, the day to day hurdles that are coming on the way of citizens, ladies, sick and old and what not?
There aim in mustering  strength and make success the so called Bandhs, Rail-Rokhos, Rasta Rokhos, LG to PG institutions closure, etc, may be successful now, but for the governments inability to control and contain them in time and inaction on what so ever?
 The Indian Railways might have not forgotten the 1974 Railway men Strike and how it was fizzled out by the government in a record time?
Where did the working system gone? Who is responsible for all these types of unwarranted extensions and prolonged dialogues? They may help the fore front and not the citizens; who is bothered as to how many States or Territories in a country? Who is taking note of the Railway Zones in Indian Railway’s System now? They want that the Government shall run the schools/colleges/institutions, the trains, the road ways with out any interruption and in a peaceful manner.
As we have the Territorial Army at the Centre, there shall be a Secondary Force to take all types of positions with in a short notice, may be by the Centre or the State, wherever they apprehend some trouble shooting by the agitators; The TA like Force in the States shall be equipped with all types of machinery and what not, and swing to action and wipe out the disgruntled and the so called agitators, mercenary with iron-hand by which the citizens shall not be put in to day to day troubles, as above.
 Let the Government promulgate an Ordinance to Ban all types agitations, other than peaceful satyagrahas with the permission of the Police and at a specified place and with specific duration, etc, all other  approaches like Bandhs, Rail/ Rasta Rokho, closure of educational institutions, and the like and let there be some strict machinery to implement in strico-sense.

Once you are recognized as one of the nacre, that is all, you shall not bend toward or change your trends for mighty happiness, or for framework leader, or for whatever you feel to have, the example is nothing but the story named in a film ’Guide’. The Satyagraha or whatever name you call it to fight against corruption shall confine its perimeters only to fight against corruption, but shall become lean and lean toward agitating mass against some individualized political parties. By this change in its trends, it is recombining like that of ‘mare’s net’ agitation, and politicized.

There must be a person who shall take lead like the Mahatma, who fought against the British Rule and nothing else, and we unity amongst the politicians with their ‘politically correct’ phenomenon coming up and down, and the eagerly awaited Independence was at the door steps, HE was eliminated, on whatsoever reason. In a movement for agitation against Corruption, preferential equations and imbalance shall not be brought in.

Where is the sanctity of honesty if some one tries to agitate and make propaganda for or against a particular political party, to vote or not to vote against or talk in favor of; such trends lead to corrupt mind and shall not pave way for honesty and integrity of the mind system; mind is becoming corrupt to think on one sided phenomenon. I do not know what shall be the fate of the followers who came forward thinking of honest trends to root out corruption, but now the trend is changing towards political thoughts and lining up.

‘Corruption is a dynamic phenomenon; it develops and mutates, reacts and transforms to changing circumstances. We need to be aware of the limits of measurement. Measurements that focus in on one dimension might miss relevant and even contradictory changes in other dimensions. The more effective that existing measurement efforts are at shedding light on corrupt practices in a society, the more efforts will be made by corrupt members of that society to transform those practices into less visible and measurable forms.’ (Gray, C., Hellman, J., Ryterman, R. - Anti-corruption in Transition).-

How to measure Corruption activities and trends?: 1. Supervision or Control function; 2. Authority to deal with Financial means and property of state or local government; 3. Making of decisions, which are binding upon other persons; 4. Authority to carry out investigation and administration of punishment;5. Authority to deal with classified information; are official working procedures described to a sufficient degree? In what situations is conflict of interest possible? Is mutual supervision of decision making sufficient? Is the employees’ knowledge about the issues of ethics and prevention of conflict of interest sufficient? Have instances of corruption or attempted corruption taken place in the given office before? What factors, other than personal honesty, prevent an employee from corrupt activity? Does the office involve adoption of final and independent decisions? Does the adoption of decisions take place after direct contact with the citizens? Is decision-making process fixed with sufficient clarity? Does the authority of an employee cover several zones of corruption risk? Is the control over an employee and his/her work results sufficient? Does the agency provide an opportunity to resolve issue?

If any one goes in deep with honesty and integrity in the mind of thinking on corrupt practices, whatever may be the case, even in the present cases of the CBI- it can be easily understood that the base is paved its way toward corrupt practices right from its origination and the authorities have side lined all the rules and the laws to suit to their conveniences and path. The files found missing and traced after a gap of some months and some others are so busy to put the files, and that the major NOTE portions are have its own beginnings and the ends, the words from the original note changed or omitted when it transformed into Orders, and so on.

For all that matters, if one feels go-gay, nebula, gestation with nectar comes in, and the path changes its way toward their directions and actions, and finally ends like gewgaw.
