A weak state tolerates corruption, creates uncertainty in peoples' minds, and weakens the Rule of Law. People generally obey the law because they think that it is fair and applies to everyone equally. But if policemen, ministers and judges can be bought, people lose confidence in the Rule of Law…”--(All that matters-Sunday Times-May, 1, 2011-”My Times, My Voice). : There was some Paper news: Special body to supervise metro rail projects (Times of India): HYDERABAD:
 A special regulatory commission on the lines of the Telecom
Regulatory Authority of India will oversee the establishment of metro rail
projects in the country.( Aug 30, 2006).What are the provisions made
out/contained in the Special Regulatory Commission proposed (2006) to be
established to supervise Metro Rail Projects in India. Whether any such
Metro Rail's Regulatory Commission has been commissioned as on date or not? If so may I get some points? Whether any enactment or any amendment, changes, provisions, has/have taken in the Metro Railways Act, 2009 (or to any other similar Acts, 2002, 1978 or other Acts) to incorporate or include exclusive powers for State Governmental Bodies to go ahead with Metro Railways without previous sanction, approval or involvement of the Ministry of Railways, or did they approved for metro railways in place of tramways, for example: for the Andhra Pradesh - Hyderabad Metro Railways? or to that matter any Metro Rail Projects now being taken up by the States in India: Whether any provision, amendment, or any other steps taken to apply Act.No:34 of 2009, and/or any provision, Notification, has/have been published to apply these Atct, or1978, 2002oranyotherrelated Act to Andhra Pradesh State or other States in reference to its Metro Railway's
construction,….then Operation…. In particular for 
Hyderabad Metropolitan City. I feel that we shall be in readiness to prepare and keep the disunited person at bay to have smooth on going of this Project with out any hindrance and loopholes, speed brakes, or the like..  Corruption is but for someone, not to blame all. Corrupt practice is not one man's job. Only thing to stop corruption is his own mind and firm decision making capacity to be honest. That is in my view personal desire as mother and the next is the father-the greed; none to be blamed except the person who is or was over powered with these two matters. Corruption is and always associated with white collar crimes which go hand to hand with gratitude, certain realities and externalities, they follow loyalties in the business of corruption; some scapegoats shall be in readiness to accept and go to any extent of sacrifices. Greed is innate and insidious; it is like apatite stimulator but works under gyroscopic machinery /personalities... The honest shall wait and wait time to pause/pass, only to Honor YOU with glory. Whether every year 'the 9th December' or the UNCAC are they not functioning to eradicate corruption... Still things go on, as usual. All the personalities who value for corrupt practices and privileges with their power, authority, status, and the like does not yield to elders words to be honest. They does not like to value honest principles, they strive with money and the golden opportunities, may be for short time ,but still they flourish to that time and vanish as new waters come in. 
 The CBI is still a body having honest and sincere I.Os; take the famous UP-Lucknow's  Madhumathi murder case of 2003,which still lingering in the History of the World News Makers like the Fox ;But this case also took several years-2003-07/and found to be still-it seems-Appeal Case is pending- The CBI shall try to handover the Case to a team of Investigators exclusively under the command and control of one DIG/CBI and there shall not any transfers,  etc. unless there comes, on record, some type foul play, out of them; instead of transfers,etc, they shall be dealt directly under 311,that is all;(2) Like this case, why not the CBI take the Investigation of the National Volley Ball player who lost her leg in the recent attack on her by the Gold Chain Snatchers in a Express Train, and the case has already been come to controversial misgivings and media releases as the GRP-Government Railway Police-already named it as an accident on he other side of the track or/of attempt to commit suicide by her; why they shall not go in depth in to the case even by investigating the aspect of attempt to murder; why they do not ventilate and project the insecurity and personnel vacancy/ shortage of both the GRP and the RPF for providing escorts with A&A at least in all the Express trains over Indian Railways. ·                    The friction and imbalance between the RPF and the GRP working stood as it was earlier even after amendments to certain Acts without touching the base element of the legal powers to RPF on the offences falling under the IPC or allied Acts.( Former) Honourable President of India Dr. A. P.J. Abdul Kalam has presented the Presidential Colours to the Railway Protection Force on 22nd May, 2006 with certain observations and suggestions to the RPF / the Government of India, the Ministry of Railways, the Railway Board, New Delhi, to make rail journey safer and secure to the 12 million people including the tourists who are making use of the rail services every day.·                    The Hon’ble President reiterated:
(1) The need to remove the division of responsibility between the Government Railway Police (
GRP) and Railway Protection Force (RPF);
(2) for empowering the RPF with legal powers to tackle all cognizable offences under the Indian Penal Code (IPC) and Special Acts so that there is a single point of responsibility for tackling crimes against railway passengers.
·                    Even three decades earlier and thereafter also there were lot of dialogue and paper work on the matter. But, nothing materialized.
Rail travelers-rail passengers and baggage is the victim on whose cost.

What are the provisions made out/contained in the Special Regulatory Commission proposed (2006) to be established to supervise Metro Rail Projects in India. Whether any such Metro Rail's Regulatory Commission has been commissioned as on date or not? If so may I get some points? In particular for HyderabadMetropolitanCity.
 ·         You may go through some other Acts, like Metro Railway Act, 1978; 2002; 2009; and other Tramways Acts, including AP Tramways Act; vis-à-vis with provisions contained in the Constitution of India, etc so as to get benefit of your efforts by the commuters of HMR in near future.
·         As I am interested that one shall not try to down grade the other, or try to find fault in the machinery of working system and lastly attribute corrupt practices and scam, as we seeing now, like in CWG, 2G, accusation on or over ‘1995 Purulia Arms Drop case; ‘luxury cars import scam wherein the DRI did not rule out the involvement of some embassies, etc.;
Always try to uplift the right matters and respect them with least nods or so at the right time for prosperity without fear and favour, like wise one shall not focus on personal gains and/or material gain interests in weight but for prospective matters that the Organization shall come up like the Honest of all and above the sky.
