GRANTING of OF ONE INCREMENT/FIXATION OF PAY ON PROMOTION TO POST CARRYING HIGHER DUTIES AND RESPONSIBILITIES

In so far as my knowledge and information goes on the matter, the Ministry of Railways is yet to issue ORDERS on this subject GRANTING of  OF ONE INCREMENT/FIXATION OF PAY ON PROMOTION TO POST CARRYING HIGHER DUTIES AND RESPONSIBILITIES BUT CARRYING THE SAME GRADE PAY; THIS GRADE PAY COMES FOR MACP BENEFICIRIES AND HOW ABOUT ACP RECEPIENTS OF PRE-2006 PROMOTES WHO WERE GRANTED ACP HIGHER PAY SCALE FIXATION AND THEN THEY GOT PROMOTION TO HIGHER RANK,HIGHER RESPONSIBILITY, STATUS AND CHANGE OF GROUP--I.E. FROM GROUP'C' TO GROUP'B' OR FROM LOWER CLASS/GROUP TO HIGHER GROUP 'A', ETC. KINDLY CLARIFY-
While working as Inspectors,RPF-In the year under the ACPS we got higher scale of pay as that of ASC/Group 'A' post without any higher status, responsibilities,rank.WE continued without promotion almost for over three and we have been promoted to the rank of ASC/Group 'A' cadre post and continued as ASC/Class'I' Officer/ Group 'A' cadre officer with all C.G. facilities like higher rank, status, responsibilities,railway's first class'A'pass, metal token, and the sort. BUT continued in the same pay scale and after 01-01-2006 in the same Grade Pay of 5400/- without any increment for assuming higher charge and rank as ASC/Group'A'. Is this Order apply to RPF also??? kindly clarify???
