Minutes of the meeting of the RPFPWA, SCR, SC held on
09-02-2013 at the office of the
AIRRF,
Chilkalguda, Secunderabad from 10.00 -13.00 hrs.
On
09-02-2013 between 10.00 to 13.00 hours monthly meeting of the RPFPWA,SCR,SC was
held at the AIRRF office, Chilkalguda, Secunderabad. Sri. V.Seshadri, President
presided over the meeting. 38 RPF pensioners attended the meeting and presented
the following grievances.
At
the outset, Sri. V.Seshadri, President, apprised the House of the present stage
of the pending grievances of the pensioners. Retired ASCs - Sri. Satthi Raju
addressed the house and urged upon the members to work in unity and consolidate
the strength of the association so that it can strive effectively in getting
the grievances of the pensioners addressed by the Govt. promptly. The members
assured that they would they would stand by and support the leadership of the
association in any effort put up by the association to get their grievances
redressed.
Sri.
Y.N. Sastry, President AIRRF also graced the occasion and addressed the house.
He highlighted the contents of the Ministry of Personnel, PG & Pensions,
DoP&PW Office Memorandum No. F.No. 38/37/08-P&PW(A) dated 03-01-2013
issued with regard to the revision of pension of pre-2006 pensioners. He
informed the house that percentage of pension of those pensioners retired
before 2006 would be revised and would be stepped to 50 % of the sum of minimum
of the pay in the pay band and grade pay; pensioners are requested to approach
the association office with their old PPO to find out whether or not they are
eligible for the revision. If they are eligible and stepping of the pension,
their cases would be presented before the administration for necessary action.
The
question of issue of higher grade corresponding complementary passes to the
beneficiaries of the MACP scales is still pending with the administration;
members are getting restive over the abnormal delay by the administration in
settling the issue. The association demands that IG-cum-CSC may please bestow
this personal attention on this matter and redress this grievance without
further delay.

On
09-03-2013 between 10.00 to 13.00 hours monthly meeting of the RPFPWA,SCR,SC
was held at the AIRRF office, Chilkalguda, Secunderabad. Sri. S.V.Satya
Narayana, ASC/Retired presided over the meeting. 42 RPF pensioners attended the
meeting
At
the outset, Sri. M.Srinivasulu, Treasurer, welcomed the gathering and appraised
the house of the latest position of the pending grievances and financial
position of the association. He urged upon the members to contribute liberally
and pay the subscriptions in time to consolidate financial status of the
association for which the members responded positively.
Sri.S.V.SatyaNarayan,
Sri.P.Zakariah, Sri. J.K. Nanda, ASCs/Retired, addressed the gathering. They
counseled the members about Yoga; Meditation; regular exercise to keep good
health; Sri. S.V.Satya Narayana highlighted about the benefits of medical aid
rendered by the Railway hospitals under RELHS and suggested them to continue to
be members of the RELHS and avail the benefit.
Some
members suggested that the services of the retired RPF men may be availed as
security guards replacing untrained private security men for better security of
the railway premises and installations. The house unanimously supported the
suggestion and requested the President and the General Secretary to move this
matter at the appropriate level.
Many
members expressed their displeasure and resentment over the abnormal delay in
making the payment of increment arrears of Feb-June, 2006 on account of
unification of increment dates consequent upon the VI CPC implementation.
Surprisingly all working employees have already been paid these arrears long
ago ignoring the pensioners.
Railway
Board vide Letter No. PC-V/2009/ACP/2 dated 12-01-2011(RBE No.6/2011/PC-VI-245)
have already clarified that the benefit of Passes/PTOs corresponding to the
next higher grade pay granted under MACP scheme will be available to the
employees. Vide Serial Circular No. 01/2011 – PC Circular No.244,
SCR/P-Hq-Ruling/926 dated 07-01-2011, Railway Board No.E(W)2008/PS5-1/38 dated
06-01-2011 (RBE No.03/2011)- PC-VI-244,employees in the grade pay of Rs.4200/-
and above are eligible for First Class Pass. After all yesterday’s employees
are the pensioners of date and today’s employees are pensioners of tomorrow. As
far as complementary pass is concerned, the benefits extended to the working
employees should also be extended to the pensioners of the same grade pay. Unfortunately,
may be, due to misinterpretation or misunderstanding of the Railway Board’s Concept,
the pensioners are deprived of this benefit on the simple ground that Board’s
letter under reference does not contain the word “pensioner”. To meet the ends
of justice, this disparity between the “employee” and the “pensioner” with
regard to the issue of the Pass may be removed and the benefits may be extended
to the Pensioner also.

BHAVAN,NEW DELHI- vide Letter No.2012/Sec (E)/RTI-243/ ID No.29371 dated
06-3-2013 ,informed Sri.V.Seshadri,ASC/RPF/Retired- and President, RPFPWA, SCR,
Secunderabad in a reply to a RTI query, that – ‘…number of representations have
been received from various authorities at Railway Board-DG,RPF, and that the
matter is under consideration and suitable reply will be furnished ’. Further, IG-cum-Chief Security Commissioner/RPF,
East Coast Railway, Bhubaneswar vide Letter No.RPF ECoR/E/08-03/1219 dated
06-3-2013 addressed to the Director, RPF, Railway Board, New Delhi with a copy
to the GM, East Coast Railway, BBS, and others, that vide Order dated 05-3-2013
the Honorable Minister of Railways has gone through the reply/letter of
the IG-cum-CSC,RPF, East Coast Railway,
BBS, and stated -“... Follow up action may be taken at their end (IG-cum-CSC,
RPF, ECoR, BBS) with Railway Board to obtain conclusive reply of the said
grievance”, same placed on website and returned the case with above comments to
the IG-cum-CSC, RPF, ECoRly, BBS; in turn IG.ECoRly,BBS have requested the
Director, RPF, RB, New Delhi to take early action on my grievance and ATR be
intimated to them so that further correspondence can be made with me and
uploaded the same in site.
It may
not be out of place to mention that the DoP&T under its OM No.
No.22011/4/98-Estt (D) dated 12-10-1998,
envisaged that the DPCs while preparing the Panel List(s) the names of
the retired employees are also be included in the Panel(s)-if need be, prepare
extended panels… and that “… according to legal opinion also it would not be in
order if eligible employees who were within the zone of consideration for the
relevant year(s) but are not actually in service when the DPC is being held,
are not considered while preparing year-wise zone of consideration/panel and,
consequently, their juniors are considered (in their places) who would not have
been in the zone of consideration if the DPC(s) had been held in time…”. But,
in contra, ironically, the RPF Directorate/RTI Reply vide RTI Reply
No.41011/12/2012-Estt. (D) - Dated 07-12-2012 by DoP&T in ref. to DoP&T
, OM-No.22011/4/98-Estt (D) dated 12-10-1998 have interpreted otherwise and
removed/dropped the names of the retired ASCs- ad hoc and in their place(s)
juniors were regularized and given higher promotion as DSCs. On an average,
between 2007-2009, the RPF conducted more than 10 DPCs at a stretch and
regularized/filled up back log vacancies – more than 100 ASCs posts by juniors
for vacancy post of 2005-2006, etc…thereby illegally and illogically deprived
the legitimate right of the seniors. Further, vide-RTI Reply
No.41011/12/2012-Estt. (D) - Dated 07-12-2012 given by the DoP&T for a
clarification in ref. to DoP&T OM-No.22011/4/98-Estt (D) dated 12-10-1998
that these Orders have not been amended and stands operative till date.
This
matter is found to be taken up now as stated in Para’s above, and a reply is
awaited from Railway Board, DG, RPF office. In the circumstances explained
above, I humbly submit request your good selves to bestow sympathetic
consideration on the senior at least by keeping that immediately on receipt of reply to me
from the concerned on the matter, I shall visit your office and inspect the
documents for further necessary action please.
