ISSUED BY THE DoP&T for sanction/grant of one increment to the employees
who got promotion and holding higher responsibilities and liabilities, etc. While
I was in service also, I have submitted my representations but no action taken.
Hence, again submitting for favor of kind consideration and orders.
While
I was working as Inspector, RPF- Railway Protection Force/ Ministry of
Railways, effected ACP Scheme after 24 years of service and placed me in the
present Grade of Rs.5400/- under ACP Scheme as I could not get promotion even
after 24 years of service. I was appointed in the year 1970, promoted as
Inspector-Grade-II in the year 1983/Inspector-Grade-I in the year 1991. Later
on in the month of May, 2002 with the approval of Ministry of Railways, the
Competent Authority, promoted me as Asst. Security Commissioner, Group 'A'
Cadre Post, and I assumed higher responsibility and duties as such from June,
2002.
Though
I was promoted from the rank of Inspector-Group 'C' Cadre Post, to the post of
ASC/RPF- Group ‘A’ Cadre Post I was given the same Scale of Pay and the same
Grade Pay/i.e. Rs.5400/- even though it is treated as promotion and holding
higher responsibility, duties and liabilities as Group 'A' Cadre Officer.
It
is stated that Promotion from Inspector, RPF to the rank of ASC/RPF is
promotion to a post carrying higher duties and responsibilities but carrying
the same grade pay in RPF. But it is called placement and the benefit of
increment of 3% is not being given on the say that they are already in the
higher Scale of Pay and Grade Pay.
In
view of the above Order of the GOI, I submit that am eligible to get one
increment in old Scale of Pay in V CPC time or VI CPC present 3% increase from
the date of promotion, which is from June, 2002. All my Service
Register/Records, and PPO details are available at yours.
On
superannuation, I have retired on 31st August, 2006, as ASC/Waltair Division,
East Coast Railway, Visakhapatnam after implementation of the VI CPC. I should
have been given one increment and pay fixation should have been done, duly
connecting to earlier OMs- Govt. of India O.M. No. 169/2/2000-IC dated
24.11.2000, but the same was not done till date in spite of my several
representations right from 2003.
Kindly
to examine this issue and sanction one increment as per the above GOI Orders.
