Sub: Representation/grievance pending – Sri.V.Seshadri, ASC/RPF/Retired from East Coast Railway- revision of the seniority list of the Inspectors, RPF, ad hoc ASCs regularization, and further proforma-promotion to the rank of DSCs at par with their juniors to have pensionary benefits-reg.

                    

How the DoP&T OM No.22011/4/98-Estt.(D) dated 12-10-1998 to be implemented in the RPF/Ministry of Railways to include retired employees names also in the DPC's Panel Lists? Just read the OM and estimate the poisonous mind-activity applied on the ad hoc ASCs that damaged more than 200 RPF Pensioners who were forced to retire as ad hoc ASCs and their Family members, their Status, and loss of FRs, and so on. Their juniors are given the fruits instead.

Since around 2000, in the RPF, the DPCs held in later years dropping the names of the retired employees and in their places their juniors names are included and given higher promotions from the rank of ASCs to the rank of DSCs; the Railway Board, the DG, RPF not adhering and not implementing the DoP&T OM No. 22011/4/98-Estt.(D) dated 12-10-1998 .                       

Kindly advice as to how they should act? All the retired ad hoc ASCs have lost not only promotion due to delay in conducting DPCs in time as per DoP&T Orders, but also lost pensionary benefits, while their juniors are enjoying the same??? Kindly resolve the issue???

FOR WHOSE REVERENCE / SAKE? SO MANY FACTS REFLECTED;

DID THE DG, RPF OR the RAILWAY BOARD CONCERN OF ANYTHING TO READ? 

In the ordinary sense, if read casually, this representation(s) /grievances reflected many a times and herein above as ordinary letter and not the ‘Letter – Petition’; The ‘Mercy Petition’ and scores of letters/emails/on line submission of grievance to the Honorable President of India, the PMO’s Office, MOS(PP), the Honorable MR, the DoP&PW, the Railway Board, the DG, RPF and so on, but nothing has come out, lest any reply/acknowledgment from the Railway Board nor the DG,RPF? In fact it is a “ LETTER PETITION” if taken to heart and read – not as a service matter/pensioner’s grievance- but as whole as to how the senior citizens of India, having served the Railways for over three decades and their family members and/family pensioner’s suffered in the hands of the above type of anomaly, discrimination and disparity shown between the seniors and the juniors, and as to how the administration of Justice’s judgments/Orders were thrashed to the dust bin by the Railway Board, the DG,RPF may be to cover up their unscrupulous acts and deeds keeping the ad hoc ASCs as the scape -goat thrush them and bring in their choice juniors in their place. Kindly read more on the matter in following Paragraphs as to how they could perceive and keep their content alive even by suppressing and surpassing the Laws, the Rules, the Constitution of India’s guaranteed Fundamental Rights and Privileges to the public servants, their violation of Human Rights , the status , the dignity in the society and what not? Kindly go through to the end!

But in fact if any person with patience, prudence and know-how views read with conspicuous thinking vis-à-vis the violations of the Law/Rules of the Land can definitely think to take this as a case of Su Moto  under Letters Petition even though  seems like a Service matter and pertaining to the Senior Citizens, estimated to be more than 200– Pensioners, but in fact who knows as to how many of the RPF pensioner’s – ad hoc ASCs are still surviving as ad hoc ASCs and living with their wife – Railway Pensioner and how many are ad hoc ASC’s Family Pensioners.

A day may not be far away to tap the doors of the Honorable Supreme Court of India under ‘LETTERS PETITION’ through one or the other family pensioner as a victim in the hands of the Railway Board and the DG, RPF whose FRs; the human rights have been submerged in deep seas by their personal views, voice, and one sided decision making of the matters of their choice. Hence now as a living RPF pensioner/ad ASC we pray for justice, as justice delayed, justice not only denied but also buried once for all. Let there be one more NAKARA IN RPF also? to get justice
