Railways ’Notification/Order’ No: E (O) D/2004/SR-6/17 dated 16-11-2004, and
2007/Sec (E)/RTI/2 dated 19/22-9-2008; UPSC not conducted any selection for ASCs/RPF
direct recruitment for the years from 2001 to 2005 on account of Court cases. But,
the direct ASCs recruited and appointed earlier to 2001, have been trained at
the RPF Training Academy, Lucknow in the year 2002 and given promotions as DSCs
immediately on completion of three years of service, while the departmental
promote ASCs have been retained as ad hoc ASCs on the ground that no DPCs were
held and they were not regularized and hence made not eligible to be considered
for promotion to the rank of DSCs. For regularization of ad ASCs for the
vacancy period for the years from 1997-2000, the DPCs were held after 2004, and for the vacancy
period for the years from 2000 to 2007 were held in 2009.
14a). In this intervening period between 1997 to
2009 , the direct ASCs of 2001 have been elevated to the ranks of
DSCs/Dy.CSCs/DIGs and so on, while the departmental promote ad hoc ASCs
remained as they were and subsequently retired as ad hoc ASCs only.
