In reference
to the letter cited at (2) dated 06-3-2013 above, from your letter it is
understood that – ‘…number of representations have been received from various
authorities at yours/Railway Board-DG,RPF, and that the matter is under
consideration and suitable reply will be furnished ‘; and that vide letter
cited at (3) dated 06-3-2013, the Railway Board vide Order dated 05-3-2013 endorsed
that ‘MORLY has gone through the reply of the Office of the IG-cum-CSC,RPF,
East Coast Railway, BBS, and stated on website that Railway Board returned the
case with comments that-“.Follow up action may be taken at your/their
end(IG-cum-CSC, RPF, ECoR, BBS) with RB to obtain conclusive reply of the said
grievance”, and the IG-cum-CSC, RPF, ECoRly, BBS in the above cited letter have
requested the Director, RPF, RB, New Delhi to take early action from their end
on my grievance ( copy enclosed for ready reference) and ATR be intimated to
them so that further correspondence can be made with me and uploaded the same
in site.
Since the
matter pertains to the RPF department, it may not be out of place to mention
that vide ref.4&5 – cited above, the DoP&T under its OM No.
No.22011/4/98-Estt (D) dated 12-10-1998, which envisaged that the DPCs while
preparing the Panel List(s) the names of the retired officials are also be
included in the Panel(s)-if need be, prepare extended panels… and that “…
according to legal opinion also it would not be in order if eligible employees
who were within the zone of consideration for the relevant year(s) but are not
actually in service when the DPC is being held, are not considered while
preparing year-wise zone of consideration/panel and, consequently, their
juniors are considered(in their places) who would not have been in the zone of
consideration if the DPC(s) had been held in time…”.But, in contra, ironically,
the RPF Directorate/RTI Reply vide reference No.4 cited above have interpreted
otherwise and removed/dropped the names of the retired ASCs- ad hoc and in
their place(s) juniors were regularized and given higher promotion as DSCs –
more than 100- and deprived the legitimate right of the seniors. This matter is
found to be taken up now as stated in Para above, and a reply is awaited from
Railway Board, DG, RPF office. Copy of representations and other cited
documents enclosed for ready reference please.
In the
circumstances explained above, I humbly submit that immediately on receipt of
reply to me from the concerned on the matter, I shall visit your office and
inspect the documents for further necessary action please.
